As communities deploy AI systems they rely on but do not control, the need for sovereignty becomes urgent. We've demonstrated a Constitution Layer framework that sits between applications and third-party AI to enforce community-negotiated rules. This enables stakeholders to co-design, enforce, and iterate on local governance, without needing to retrain or rely on the underlying AI provider. And regulation is catching up. From Kenya's proposed AI law to the UN's Global Dialogue on AI Governance, governments are moving toward this kind of accountability.
